P3M3® assessment of the capabilities to execute
The situation
DSB is a major Danish Public company with 15.000+ employees. In 2008 DSB set a number of strategic objectives including:

Increased cost effectiveness

Increased market orientation
-
Increased brand recognition
-
International growth
The client has invested in project management competencies since 2005, and in 2008 an external maturity assessment of the clients project execution capability showed that despite the efforts, the client had a non-satisfactory project maturity.
Taking action
A program was established to realize the strategic objectives consisting of a series of prioritized projects and initiatives. As part of the program – a programme office was established to help standardize the clients project execution.
The main focus for improvement of project execution was:

Clearly defined roles and responsibilities
Project responsibility is placed in the line organization.
Clearly defined roles and responsibilities for project board members. Interfaces defined between PMO, line management and corporate management.

Improved project governance:
Ensure that decisions are taken by the right people or group,
based on relevant up to date information.

Implementation of project Control mechanisms
Implementation of stage gates, controlled start and finish, use of Best Practice, differentiate between specialist and management products
-
Focus on business case validity
Clearly defined project deliverables, and clearly described project benefits.
Taking it further
In order to recognize the value of the investments already made and get recommendations for further improvements Peak was asked to perform a second project maturity assessment in 2010 using the framework of P3M3 (Portfolio, Programme and Project Management Maturity Model) .
The result of the assessment showed clear improvements in the areas of focus of the previous investment. Second part of the assessment was a comprehensive list of suggestions for the client to get to the next level of maturity within the areas investigated.
